According to Kong website: Blinder Lights comes with a tool-free removable silicone strap for handlebars and seat posts vo n 22 - 32mm in diameter. A large strap is also supplied to fit tubes and head tube tubes and head tube profiles with a circumference of up to 200mm.

The pattern is not adjustable and is the economy mode in each case. At full brightness, the entire square lights up.

Yes they are waterproof 100%. On their site, it doesn't say what Ip certification they have, but I have used them under heavy rain more then once and they still work perfect.
