Since the publication of the previous edition, the understanding of administrative procedure in case law and science has developed further. In addition, there have been constant changes in procedural law regulations by the legislature, even if they are more oriented towards detailed regulations. It is the task and aim of this commentary to present these changes and developments in their effects on judicial and extrajudicial practice by evaluating case law and literature, to cautiously offer its own solutions where agreement could not be reached so far, and to offer those involved in administrative proceedings a reliable guide through the diverse problems of administrative proceedings. In particular, the basic structures and systematics of administrative procedural law are to be clarified for practitioners and solutions for the diverse problems that arise in administrative procedural practice are to be developed from them. In addition to the incorporation of the legal changes in the VwGO, ZPO and numerous ancillary laws, the individual commentaries have been thoroughly revised and brought up to date.
