The description of this card says a recommended min. system power of 750 W. Would it be impossible to run this card with a 650 W power supply or does it simply have less performance? I have a 650 W power supply and would only want to change it if necessary.

I can tell you from my own experience.

If your computer (which includes the graphics card and is now the biggest power guzzler in gaming PCs) would need more watts in total than your power supply can deliver, then your computer will not be able to start.

So I recommend you buy a new power supply unit with maybe 900 watts if you want to be protected for the future.

Here is the answer from Bing chat:
To answer your question, the minimum recommended system power for a graphics card depends on the type of card and the games or applications you wish to use. In general, it is advisable to stick to the power rating specified by the card manufacturer to avoid performance or stability issues. However, it is possible that your 650 W power supply is sufficient if you do not use your graphics card to its full potential or if you reduce the graphics options of your games or applications1.

To find out if your power supply is compatible with your graphics card, you can check the manufacturer's website or use an online power calculator2. You can also check the minimum system requirements for the games or applications you want to use, for example Windows 113 or Photoshop2. If you are well above the minimum power requirements, it may be a good idea to change your power supply for a better experience.

My own opinion is that at the cost of the graphics card and the rest of the hardware it is imperative to replace the power supply!

if it says 750 watt, then you better use a 850 watt power supply or higher....in my old office system where the asus tuf card rtx 3060 ti oc was also recommended system power 750 watt in connection with a ryzen 5-3600,msi x570 edge,32 gb ddr4-3200,360mm aio and a corsair 750 watt gold power supply the psu shut down after 1 hour 40 minutes in gaming and destroyed as well as the board and cpu. minutes of gaming and destroyed itself as well as the board and the cpu.
