Fast charging is negotiated with the power supply unit via a special protocol. With Samsung, the power supply usually switches from 5V to 9V (as indicated on the power supply). There are no special requirements for the USB cable, except that it must be able to handle the charging current. Therefore, it should work.

I have an HTC U12. For this device, there is - in my opinion - NO loss of speed.
The only difference between the two docs is the cable. Both docs are otherwise the same, one has a usb-a and the other a usb-c end. Therefore C to A or C to C
I haven't tried it myself with Nintendo DS as I don't have one but everything else I've had with usb-c has worked cleanly as the plug moves backwards and forwards and screws further out or in.
